How do I make a phone effect using audacity?

Let me be a bit more spicific. How do I take an audio track or a voice, and make it sound like it's coming out of the earpiece of a phone, using audacity? If I can't do it with audacity, is there another free program that will do it?

Also, how would I make it sound like it's coming from a TV? An FM radio? Other devices?

Regardless of the app used the graphic equalizer is the best option.
You've got Audacity so go with that.
The main purpose of phone communication is speech so the frequencies transmitted are those associated with it.
Low and high frequencies are not needed.

If you want to go a bit further you could add some music or a recording of "people" noise from a mall or restaurant at a low level as though the person is in a noisy place.

To get a "TV" sound try adding a small amount of reverberation to give a "room" effect. TV / FM radio speakers are very small and don't produce much in the way of low frequencies but produce more in the high range so a boost there will help.
