GE Side by Side Fridge. Condensor Fan replaced but not won't run.?

Thor? New condensor fan motor in several days now and still does not run. Checked pin connects and all okay. The motor has 4 wires going into the pin connect but the fridge only has 3 though this is the exact same as the original setup. Polarity correct as only 1 way to connect. Also noticed 2 white rubber like protected wrappings on the wires coming from fridge. Not sure if these are just to keep the wires from being in contact with hot condensor tank or if there might be an inline component within these wrappings which could be fried?. Also a bit of water in the chassis area that condensor is mounted to but cleaned up. Black compressor tank is very hot to touch, probably because of problem with fan not running. Not sure what else to get this new fan running. Possibly a defect unit from RepairClinic? Have digital pix of workings to share if u care to email me off line I can send to u. My email is ibyoldstuf@gmail.com. I've come far with your help but need a bit more.

Check the wiring diagram to see if the fan motor is wired into the defrost thermostat. If it is defective then their would have been originally an ice problem and the fan motor would not come on.
