Can hand-held ham radios be used to communicate over hills?
Yes. VHF or 2 meter radios are not dependent on line-of-sight. The transmissions will tend to bend around buildings or hills of even penetrate them if they're not too thick. Even UHF radios do a fair job of going around obstacles. You can also use a repeater to improve the communications of a hand-held radio. There are ham repeaters in most locations. Just join a club and you should be able to use their repeaters.
