what is the best way to block an air vent?

Hey all, I am staying with my father right now, so I'm trying to help him out, and keep me warm.

He has a bunch of Ham radio antenna wires running out of what would be the dryer vent. There are several wool rags pack in the vent tight trying to keep cold air from coming in, but there is still quite a draft.

What would you suggest to block this thing off?
No, I'm not gonna be able to talk him into running his antenae wires elsewhere. I tried that for years already.

The issue with expanding foam (great stuff) is it expands...ALOT... this can cause damage.

I suggest the following.

Get the foam cylindrical insulation that is slit/scored and meant for pipes. This stuff http://www.strawbale.com/wp-content/uploads/foam-pipe-insulation1.jpg it's really inexpensive and you can lay his wires inside. Make sure his wires fit in snugly. Use more then one if need be. You want these to be the length of the exterior wall to the interior wall. They cut easily. Your objective is to have access to the wires without a huge production if he needs to get to them in the future.

Then get wood (you can paint this) make a keyhole cut the diameter of the foam so you can push the wires encased in the foam into the circle http://www.minksemporium.com/Key_Hole_4.jpg The board should be larger then the dryer opening ..you want a piece inside and outside. You can affix it with glue or nails. Affix one side.

Then in the chamber stuff insulation (wear gloves) around the foam pipe insulation. (If you don't have wood cardboard will do.) Then use the great stuff or caulk sparingly around the foam and the exterior edges inside and out. Wear vinyl gloves when using that stuff or it will be on your hands for a week. Don't get it on your clothing or any other surface.

Doing this will allow you to open the area easily if you need to put a dryer back in that spot. It will keep rodents out and drafts too.
