Interferance from ham radio operator?

My neighbor is a ham operator and is causing plenty of interferance in my home every night. It really messes up my tv picture quite a bit , it cuts off my webtv unit when he keys up, and I can even hear him on my computer speakers so I need to turn them off. I checked him out on QRZ.com and he is licenced and for many years and a real ham buff, but I know as a legitimate operator he is supposed to be respectful. I went to his house to talk to him but he just peeked through between his window blinds at me but never came to the door. So I left him a letter taped to his door. The problem continues. My other neighbor has complained to me he has the same issues. I dont want to be a nasty neighbor, but i do want my privacy. To whom do I contact and how?

I am a ham operator, here's my take on this.

If he is interfering with your computer speakers, this is not the result of him doing something wrong. There is nothing that he could intentionally do that would interfere with any type of non-radio device. Period. Sadly, these days everything is made as cheap as possible and often filtering is one of the first things to go since in most cases there isn't a problem.

As for television interference (tvi), this may or may not be a problem with his radio. You would need to get someone familiar with tvi to look at the picture to see what kind of interference it is. The problem could be in his transmitter, emitting a signal which interferes with the television broadcast, this may be a violation. Another possibility is that the tuner section of the TV is being overloaded by his strong signal (strong because he is so close) and preventing your tuner from picking up the TV signal clearly. This would be analagous to you talking to a friend across the room and then someone stands right next to you and starts talking. You know your friends voice and are trying to ignore the stranger but since he is so close, it is impossible to ignore.

If the television is just hooked to an outside antenna (as opposed to cable or satellite), a filter would resolve the problem. If the problem is with his transmitter, he would need to put a filter in the line between his transmitter and antenna. If the problem is with your television, you will need to put a filter between your TV and the antenna line.

I am disappointed that he wouldnt answer the door. Hopefully you will be able to get the problem worked out.

A bit of advice; Don't go over there with an accusing attack. Explain that there is a problem and be willing to work with him to find the solution. Be prepared to accept that the problem may be on your end, keep an open mind. In the case of the computer speakers, this is something that you are going to have to resolve, I doubt that his radio would have anything to do with it (other than revealing that they lack filtering).

I interfere with my computer speakers. I sometimes interfere with my television but haven't bothered to try to fix it other than just reducing power on my transmitter.
