I have two 12 volt gel deepcycle batteries I want to use as an emergency power for my ham 2 meter radio,?

The charger is 24 volt made for these two batteries. how can I switch from 12 to 24 and back to allow the charger to charge the batteries.

Yes, you can charge both batteries by hooking them in series: - to + and hook the charger up to one + terminal on one battery and use the - on the other battery. Since by doing this you have created a 24V battery. I thought that knowing basic electrical engineering was a requirement for getting a HAM radio license?

Now the charger goes to the positive on one battery and the negative
of the other battery. Just disconnect the jumper between the batteries and use them individually. This actually has a hidden bonus, since you can charge both batteries instead of one at a time.
