What is Ham Radio and how do you talk on one?

I am asking because during bad storms this is all people talk on since everything else is down including cell phones. They exchange information and stuff on them.

Ham radio better known as amateur radio is a radio service created by the FCC for radio operators. To be able to talk on amateur radio, a person must have a valid FCC amateur radio license. This is done by taking a 35 question exam. There are levels of license, technician being the lowest and extra being the highest.
