is there a way you can make a scanner that picks up every frequency there is a top of the line scanner into a radio transceiver like you could receive every single radio band for example police/fire/airband/cb/ems/railroad/marine/ham radio .ETC. there's tons more that what i just typed but thats the idea . like every frequency and be able to transmit and receive (TRANSCEIVER) is there any possible way
Nope. Scanners have none of what you need to transmit at all. In practice, for a variety of technical reasons, it's not really possible to make wideband transmitters anyway.
